The Overseas Business Service Center was set up in Beijing on Auguat 18. Mr. Bo Xilai, Minister of Commerce, Mr. Gao Hucheng, Mr. Jiang Zengwei and Mr. Yi Xiaozhun, Vice Ministers of Commerce, and Assistant Minister Fu Ziying, representatives from Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Finance, Ministry of Science and Technology, Legislative Affairs Office of the State Council, State Administration of Foreign Exchange, Chambers of Commerce, associations and enterprises, as well as experts and lawyers attended the opening ceremony, totaling 200 people.
Mr. Bo Xilai said that since the reform and opening up, China's foreign trade developed with a high speed and the scale was enlarged step by step, on the other hand, Chinese enterprises always confronted with difficulties like commercial frauds, infringement, unfair treatment or trade barrier when launching overseas trade and economic activities, but could not get out of troubles in most situations for there were no institution overseas for them to appeal for help. Therefore, government departments had responsibilities and obligations to timely assist the enterprises to solve practical difficulties.
Mr. Bo Xilai said that the Service Center was an important measure to transform the governmental function, expedite the construction of service-oriented government, and should be the smooth channel among governments and enterprises to communicate. Through the Center, enterprises could timely obtain economic information concerning relative countries' laws and regulations and investment environment in the activity of overseas trade and economy to reduce the blindness and risks, on the other hand, governments could also guide enterprises to abide by the laws and regulations of the country in which they are located to realize mutually beneficial cooperation and know well and help enterprises to settle practical problems.
Mr. Bo Xilai asked all departments of the Ministry to enhance the recognition to launch various services with initiative, earnestly treat with requirements, summarize experiences gradually, improve and enrich the service functions and quality.
Mr. Bo xilai give signboard to the service center, announced the hot line of 12335, and the formal launching of the website of the Center.
The Overseas Business Service Center consisted of department of complain and reception, department of complaint acceptance and general department, providing free information about public policy, guidance of law consultation and acceptance of complaints.
